After consideration of the minutes re-
lating to no.5 on the 1938 file, I have initialled
the two draft despatches.
In order to explain the amendment that
i have suggested for the draft s.o. on the women
teachers, I must point out that we did not, as
stated in the unamended draft, receive any do cu-
ments relating to these teachers through Miss
Esdaile. When I discussed with Mr. Gent some
oral representations that had been made to me by
one of the teachers who was home on leave, he
accepted my suggestion that Miss Esdaile should be
asked to have a talk with the lady in order to
ascertain more clearly what the grievances were.
We ought not, I think, to give the impression that
the women in Hong Kong have been writing to Miss
Esdaile on the subject, and there seems no reason
for bringing her name into the draft.
